The Foundation was established under Section 70 of the Police (Northern Ireland) Act 2000
for the purpose of marking the sacrifices and honouring the achievements of the Royal Ulster Constabulary.

The Advisory Group under the Chairmanship of Leslie Busby, MBE continued to meet throughout the year and provided a useful source for consultation and ideas.
